FJSL Baseball Rules and Responsibilities
League Structure
League will run from May to August of the current year
Playoff weekend for each age group will be determined by the league no later than (x date)
Age Requirement
Summer League: Age as of May 1 of the current summer playing year. (How ever old your oldest player
on your team as of April 30 is the age group your team plays in.
Fall League: Age as of April 30 of the next summer playing season.
A portion of your registration fee will be donated to the Fergie Jenkins Foundation which supports
multiple charities.
Game Schedule
Games shall be played on weekends, with each match up being a double header with the host team as
the home team for Game 1, and the travelling team as the home team for Game 2. Between Game
break: Minimum of 20 minutes, Maximum of 30 minutes.
Games shall be 7 innings, with no new inning beginning after 2 hours from first pitch. Drop dead ball is
not permitted in FJSL. Ties are permitted in regular season play.
The game becomes official after 4 innings or 3 and half innings if the home team ties or takes the lead
(unless a game mercy is obtained after 3 innings).
Home team is responsible for notifying the visiting team and umpires of any rainout with at least 2 hours
notice. If umpires show up to the game, the home team is required to pay the umpires.
Age Specific Rules
10u Specific Rules
- Distance: 60 foot bases; 46 foot pitching
- No metal spikes
- Bat Regulations: Aluminum bats up to max of -12 (drop 12) is permitted
- Bat Size- Barrel no more than 2 ¾ inches
- PENALTY for illegal bat use: Batter shall be called out
- Drop 3 rd strike is not in effect
- Infield fly rule is not in effect
- Stealing is permitted once the ball crosses home plate on a pitched ball
- Approved baseball: 65 cc or equivalent
- Unlimited defensive substitution, all players bat in the line up
11-12u Specific Rules 

- Distance: 70 foot bases; 50 foot mound
- No metal spikes
- Bat Regulations: Akuminum bats up to max of -12 (drop 12) is permitted
- Bat Size: Barrel no more than 2 ¾ inches
- Approved baseball: 65 cc or equivalent
- 11u Only: Unlimited defensive substitution, re-entry must be in the same place in the batting
order.
13-18u Specific Rules
- Distance: 90 foot bases; and 60 foot 6 inches mound
- Metal spikes are approved for league play
- Bat regulations: BBCOR -3 Bat (drop 3) or -3 wood bat (drop 5) is permitted
- 13u ONLY can use -5 (drop 5)- Bats not permitted: Demarinin Zen CF 2017; Easton Ghost X
(2018); Marucci Black)
- Approved baseball: 13u 65 cc or equivalent; 14-18u 80 cc or equivalent
League Rules
Any rule not specifically outlined in this document shall revert to the MLB rules.
- Mound Visits: Coach may come out for one visit in each inning. If a coach uses a second visit in
the inning, the pitcher must be removed from the mound. No limit on catcher visits
- Teams may use a batting line up of 9 or 10 players using an EH. Use of a DH for the pitcher is
optional. Both a DH and EH may be used in the same game.
o 12-18u: Starters may re-enter one time per game if substituted.
- Once a pitcher is removed from the mound, they may not return in the same game.
- A runner can be substituted for the catcher/pitcher either the last out or a player on the bench
can be used.
- Intentional Walks- may be declared from the bench at any point during the at bat. The 4 pitches
are not required to be thrown.
- Mercy Rule: 7 inning games: 10 runs after 5 innings or 18 runs after 3 innings.
- Mercy Rule: 9 inning games: 10 runs after 7 innings or 18 runs after 5 innings of play
- In the event of a loss of a player currently in the batting order for any reason other than injury
AND no available substitutions are available- an out will be taken in that batting position for the
remainder of the game.
- If a player or coach is ejected from a game, the offending player or coach will be automatically
suspended for the following game played by the team.
Bat Protest Procedure
- Teams wishing to protest the use of an illegal bat must notify the umpire before the next batter
enters the batter’s box. If an illegal bat is found to be used, the batter is declared out, and is
ejected from the game. The manager shall also be ejected from the game.
Playoff Rules
- The higher seeded team (#1 is highest) shall be the home team 

- No new inning shall start after 2 hours from first pitch. Inning will begin if there is 1 minute or
more remaining in the time limit.
- Semi Finals and Finals will have no time limit (unless announced prior to the game)
- League shall supply game balls and umpire fees to the host site before the tournament
- All teams shall arrive 45 minutes prior to their game start, and be ready to play at any point.
- Tie breaker rules for pool play (2 teams tied):
o Head to Head
o Runs Against
o Runs For

- Mercy Rules: 10 runs after 5 innings or 18 runs after 3 innings.
Team Obligations
Preseason (Before April 30)
- Each team shall provide their team roster, and copies of birth certificates to the league office.
- Each team must provide days and times they are available to play. Each team should attempt to
provide a balance of home and away dates (on or before March 15).
- Each team shall schedule a minimum of 24 games unless approved by the league office.
- Each team shall provide the name and address of their home field.
- Each team shall provide the umpire fee that the visiting team is to pay for each doubleheader
- Each team shall provide a minimum of 2 new game balls and 2 lightly used balls for each
doubleheader.
- Home team is responsible to book their fields and umpires
In Season (May to August)
- Coaches shall be dressed properly for games. A coaches shirt, team jersey or pullover is
acceptable attire, as well are shorts and baseball pants. Prohibited attire: deminm, or cutoff
shorts, slacks, work pants, capris, skirts, work boots or dress shoes.
- Teams must be available to play make up games to complete their schedule (Home team to
reschedule rain out games)
- Call-ups: If a call up is required it must come from a rostered FJSL team within the organization.
The player must play on the team below (in age).
o Call overs and Call downs are not permitted
o A player must have played with their team in the summer to be eligible for playoffs
o If an organization has a team playing in another league other than FJSL- players from
non FJSL teams may not be used as a call ups.
o PENALTY: If a team uses an improper player- they will be stripped of their wins and
championship

- Each team shall report the score of each game to the league office within 24 hours of the game.
